Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
