Sheff Wed Faces Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - newly appointed regulator David Kogan

The team's ongoing struggles are seen as a "major concern" and the independent regulator is seeking powers to look into club affairs in similar circumstances, the recently named head David Kogan has declared.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporters' associations representing the Championship side in recent days.

The football club have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," Kogan told.

"The club represents one of the historic institutions for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and addressed."

Financial Struggles and Proprietorship Status

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in March and May led to sanctions by the football authorities in mid-year, blocking the team from conducting any player acquisitions for the next three transfer windows, although the ban was rescinded in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is start getting involved with an specific team, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"But the truth is, when you examine the past of the sport, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has been invested for the recent generations, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an financial organization of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "thorough examination" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any type of partisan engagement."
