Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a capability provided through current data. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.
Continuous Dangers
Following this, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the situation will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its favour.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
